Payroll and HR in Business Central: what is built in and what is not

Business Central handles employee records, absence and expense reimbursement well, but UK payroll under RTI usually sits in a dedicated payroll product that posts into the ledger. Here is how to split the work.

Last updated 28 October 2026

If you are weighing up Business Central payroll for a British company, the first thing to settle is what you mean by payroll. Business Central is a finance-led ERP. It is very good at employees as records, at absence, at paying people through the ledger and at costing labour against departments or projects. Running a PAYE payroll with RTI submissions, statutory payments and pension auto-enrolment is a different job, and in the UK it is usually done by a dedicated payroll product that Business Central then receives postings from.

This page explains where the line sits, how the two sides are connected, and what to put in the project scope. It is written for finance directors, HR managers and IT leads in UK SMEs who are drawing up a shortlist. For the wider picture of the product, start with the Business Central overview for the UK.

What Business Central HR actually covers

Think of Business Central HR as the employee master data and the financial consequences of employment, not a full people platform.

Employee records and absence

The employee card holds the basics: contact details, job title, department, manager and employment dates, plus supporting information such as qualifications and relatives. Absence can be registered by cause, which gives you a clean record of holiday and sickness. That record is useful for planning, but it is not a statutory pay calculation. Entitlement rules, accrual for part-time and irregular-hours workers and the link to statutory sick pay belong in the payroll product.

Expenses and reimbursement

Employees can be handled in the ledger so that an expense claim becomes an amount owed to them and is paid through the normal payment journals. That works well when claims arrive already coded, for example from a spreadsheet or a separate claims app. If you want receipt capture, mileage rules and approval chains on a mobile phone, plan for an add-on or a separate expenses tool and agree how it posts into the ledger. Approvals can lean on the workflow features Microsoft lists among the configuration topics for the finance, purchasing and sales areas, which your integrator will set up for you.

Recruitment and appraisal

Recruitment pipelines, onboarding checklists, performance reviews and learning records are not what a finance-led ERP is for. Some businesses buy a marketplace extension; others keep a specialist HR system and feed it an employee list from Business Central, or the reverse. Be wary of any promise that one licence will do all of it, and ask to see the screens for your own scenario.

Where UK payroll fits

British payroll has its own vocabulary: PAYE, National Insurance, Real Time Information, statutory pay, workplace pensions and year-end reporting to HMRC. Microsoft provides the British version of Business Central itself, and the published list of features for it concentrates on VAT and Making Tax Digital, audit and VAT reports, reverse charge, VAT groups, Intrastat, cheque printing in APACS format and remittance advice. A payroll engine is not on that list.

That is not a weakness to hide, it is a design choice you can plan around. Most UK companies on Business Central do one of three things:

Approach How it works Best suited to
Payroll bureau or accountant The bureau runs payroll and sends you a summary journal each pay period Small teams, owner-managed businesses
Standalone payroll software You run payroll in a specialist product that posts a summary into Business Central Businesses that want control in-house
Marketplace payroll extension A partner-built app sits inside Business Central and uses its employee data Teams that want one screen and accept a vendor dependency

Whichever you choose, ask who submits to HMRC, who holds the employee bank details and who owns the year-end work. Write the answers into the plan before configuration starts.

Do not confuse RTI with Making Tax Digital

Business Central does have a documented link to HMRC, but it is the one for VAT. The MTD extension retrieves VAT obligations, alerts you to deadlines, submits the return and shows VAT payments and liabilities. It runs through the HMRC VAT setup service connection and an application that Microsoft manages on the HMRC site, to which the user grants authority. Payroll submissions are a separate matter. If you want the background on both, our guides on Making Tax Digital and your ERP and on payroll software and RTI set out the questions to ask.

One practical point from the MTD side applies to your project plan as well: Microsoft states that HMRC offers no test environment to customers, so the VAT integration can only send real returns. Rehearse everything else first, and do not treat the first live submission as a casual test.

Posting payroll into the general ledger

The most important design task is not the screen, it is the journal. After each pay run, the payroll product gives you totals for gross pay, employer National Insurance and pension costs, deductions, net pay and amounts owed to HMRC and pension providers. These need to land in Business Central on the right accounts, with the right dimensions.

A sound design usually includes:

  • a mapping table from payroll element to general ledger account, agreed with your accountant;
  • dimensions for department, cost centre or project, so labour costs show up where management expects them;
  • a clearing account for net pay, so that the bank payment to employees reconciles;
  • liability accounts for HMRC and pension providers, cleared when those payments leave the bank;
  • a repeatable import or integration, not a monthly re-keying exercise.

The finance side of this is described in more detail on our page on accounting and finance in Business Central. If your payroll product is outside the ERP, the plumbing is covered in the page on integrations and connectors.

Project and service businesses

If you bill by the hour, employment cost is not just an expense line, it is the raw material of your margin. Agree early whether you cost time at actual payroll cost, at a standard rate or at a blended rate, and how timesheets reach the ledger. Professional firms should read the guide to ERP for professional services alongside this page.

Manufacturers and construction firms

Direct labour feeds production and job costing. Microsoft describes the production module, available in the Premium edition, around bills of materials, routings, work and machine centres and production orders, connected to costing. Whether labour is costed from payroll actuals or from standard rates on the routing is a design decision for your integrator, and it affects how variances are reported. See manufacturing in Business Central for the other side of that decision.

Points to watch before you commit

Licensing

Payroll and HR users are not necessarily the same people as your finance users. A manager who only approves absence or expenses may not need a full licence, and Microsoft's pricing page lists a Team Members tier at 8 USD per user per month, billed annually, next to Essentials at 80 USD and Premium at 110 USD on the same basis. Those are US page prices, and Microsoft states that displayed prices can differ by currency, country and regional variant, so ask for a sterling quote. Our page on Business Central pricing explains how to think about the mix.

Language and localisation

Business Central has an en-GB application translation provided by Microsoft and available on the marketplace, and the British localisation is delivered by Microsoft rather than by a partner. Microsoft has also announced that the British localisation is being rebuilt as extensions on the international base application, with the old functions retired after a transition of several versions. That is helpful to know when you pick a payroll extension: ask the vendor how it behaves with the new structure and how quickly it follows each release.

Northern Ireland, Brexit and mixed workforces

If you employ people in Northern Ireland, trade goods across the Irish border or have a mix of UK and EU staff, check the compliance map early. Business Central adds an EORI field on the company, customers and vendors, and a supplementary VAT registration field for numbers such as an XI number. Microsoft also says that Northern Ireland VAT scenarios are not supported by the standard functions and recommends a partner. None of that is payroll, but it shapes who your integrator needs to be. Our Northern Ireland page covers what to ask for there.

Data protection and access

Payroll data is among the most sensitive a company holds. Decide who sees salaries, bank details and absence reasons, and test the permission sets with real users before go-live. Keep the payroll product's own access separate from ERP access, and document it.

Cloud or on-premises

Where Business Central runs affects how a payroll connection is secured and scheduled. If you are choosing between options, read the page on Business Central cloud and hosting first.

A sensible way to scope the project

  1. List what you need from HR: records, absence, expenses, recruitment, appraisal. Mark each as must-have or nice-to-have.
  2. Decide who runs payroll and who submits to HMRC.
  3. Agree the ledger design with your accountant: accounts, dimensions, clearing and liability accounts.
  4. Choose the connection method: manual import, scheduled import or a marketplace app.
  5. Plan parallel runs between the old and new setups before you switch off the old one.
  6. Train HR and finance together, so that the person who approves absence knows what finance sees.

If you want a standard checklist for the whole programme, the ERP implementation guide and the page on Business Central implementation both set out the stages, and the list of modules shows what else is in scope.

Choosing who does the work

Payroll and HR design sits where finance, HR and IT meet, so you need an integrator who will talk to all three and who has seen payroll postings before. Ask for references from companies of your size, ask who will actually do the configuration, and ask how payroll changes are handled when HMRC or the payroll vendor updates its rules. Our page on choosing a Business Central partner gives you a list of questions, and how our service works explains how we introduce you to firms that fit your region and sector. The service is free for you.

Frequently asked questions

Does Business Central include UK payroll?

Business Central is an ERP with finance, sales, purchasing, inventory and a light HR layer. The facts Microsoft publishes for the British version describe VAT, Making Tax Digital, banking and Intrastat features, not a PAYE payroll engine. In practice, UK payroll is run in a specialist payroll product or by a bureau, and the results are posted into Business Central. Ask your integrator to confirm the current position for your version.

Can Business Central submit payroll to HMRC under RTI?

The HMRC connection that Microsoft documents for Business Central is the Making Tax Digital one for VAT returns. Real Time Information submissions for payroll are a separate obligation and are normally made by the payroll software or bureau you choose. Do not assume the VAT connection covers payroll, and have the payroll route written into the project scope.

What does the HR side of Business Central cover?

Standard Business Central keeps employee records, tracks absence and lets you reimburse employees through the ledger. Recruitment, appraisal and talent management are not part of the finance-led core, so most businesses use a dedicated HR tool or an extension from the Microsoft marketplace for those. The right answer depends on how much of that you need inside the ERP.

How does payroll cost reach the general ledger?

The payroll product produces a summary of gross pay, employer costs, deductions and liabilities, and that summary is posted to Business Central through a journal, either imported or sent by an integration. Dimensions such as department or project let you split the cost. Your accountant should agree the account mapping before go-live so the first month closes cleanly.

Do I need an integrator for payroll and HR in Business Central?

For a handful of employees on a simple setup, a short configuration may be enough. As soon as you have several pay frequencies, multiple companies, project costing or an existing payroll product to connect, an integrator earns their fee by designing the journal, the dimensions and the controls. We introduce you to one at no charge.
