If you are looking at Odoo in the UK, the real question is not whether the software exists in English. It is whether the UK version will let your finance team file VAT, run payroll and pay suppliers without workarounds. This page walks through that question one obligation at a time, separating what Odoo does natively, what depends on an extra module or a partner, and what you should have confirmed in writing before signing.
How Odoo is present in the UK
Odoo is a Belgian-founded publisher that sells through a network of implementation partners. Odoo says it has more than 28 million users worldwide, more than 21,000 partners and 17 offices. For a UK buyer, the more useful figure is local: Odoo's partner directory for the United Kingdom currently lists 37 implementation partners, made up of 5 Gold, 6 Silver and 26 Ready partners.
Those tiers are not a quality ranking in themselves. They reflect obligations the partner has taken on with Odoo. Staying at Ready requires 10 new Enterprise users a year and one certified resource; Silver requires 75 users, three certified staff and 70% retention; Gold requires 300 users, six certified staff and 80% retention. Partners must also train their staff and provide first-line support. A small, well-run Ready partner with experience in your sector can therefore be a better fit than a Gold partner with none. Our guide to choosing an Odoo partner covers how to weigh this.
Each directory entry also shows a success rate, the size of medium and large projects in users, the number of customer references, sectors and certified experts per version. The directory can be filtered by industry, company size and country, which is a sensible first shortlist before you speak to anyone.
What the UK localisation contains
Odoo's UK support is built from a small set of modules rather than one switch. Knowing their names helps you ask precise questions.
| Module | What it does |
|---|---|
UK - Accounting (l10n_uk) |
UK chart of accounts, described as ready for the CT600, with a VAT structure ready for the VAT100 |
UK - Accounting Reports (l10n_uk_reports) |
Submits VAT returns to HMRC through the Making Tax Digital API |
UK BACS Payment Files (l10n_uk_bacs) |
Generates electronic Bacs payment files |
UK - Construction Industry Scheme (l10n_uk_reports_cis) |
Monthly CIS returns and deduction tracking for contractors and subcontractors |
Pounds sterling, the chart of accounts and the VAT structure come with the accounting module. Because the interface is available in English, a UK team can work in it from day one. Anything beyond these modules, such as unusual statutory report layouts or sector-specific schemes, is a matter for customisation and should be scoped and priced as such. The finance side is described in more detail on our page about Odoo accounting and finance.
Obligation by obligation: what Odoo covers
The table below maps each UK obligation to what Odoo's documentation supports. Where the documentation we reviewed is silent, we say so rather than guess.

| Digital record keeping for VAT | Records held in the system | Confirm digital links and retention |
| Bacs payments and Direct Debit | Dedicated Bacs module | Native module |
| Construction Industry Scheme | Dedicated CIS module | Native module, construction firms only |
| Payroll and RTI (FPS, EPS) | Employment Hero payroll option mentioned | Confirm with your integrator |

VAT and Making Tax Digital
The standard UK VAT rate is 20%, the reduced rate is 5% and the zero rate is 0%, with some supplies exempt. A business must register once its taxable turnover for the previous 12 months exceeds £90,000, or when it expects to exceed that in the next 30 days. Businesses established elsewhere must register from their first taxable supply in the UK. Odoo's UK structure is built around this, but rates, exemptions and partial exemption treatment still depend on how your chart and tax mappings are configured.
Making Tax Digital for VAT requires every VAT-registered business to keep digital records and file returns through software that talks to HMRC's API. Odoo's documentation notes exactly this, and its reporting module handles the submission. In practice you import your obligations from HMRC, filter the period and use the "Send to HMRC" button on the VAT report.
Two limits are worth knowing before you rely on it:
- Odoo retrieves only open obligations from the last three months. A return that is more than three months overdue cannot be filed from Odoo.
- In a multi-company set-up, the HMRC connection accepts one company and user pair at a time, and credentials must be reset between submissions. A group with several VAT-registered entities should ask how filings will be scheduled.
The rule that data must move between software by digital links, not by manual re-keying or copy and paste, applies to the whole chain, not only to the final submission. If part of your records sits in a spreadsheet or another tool, the link between them must be digital. Our guide to Making Tax Digital and your ERP explains what to test.
Records for VAT generally need to be kept for at least six years. Make sure your retention approach, including documents such as import VAT certificates that must stay in their original form, is agreed up front.
Bacs payments and Direct Debit
Many UK finance teams pay suppliers and collect from customers through Bacs. Odoo's Bacs module produces the electronic payment files for grouped supplier invoices. Setup needs your Service User Number and a bank journal that has been fully completed. Customer collections work too, but only after Bacs Direct Debit instructions have been created in advance. That sequence matters for a subscription business, where mandates must exist before the first collection run.
Construction Industry Scheme
For contractors and subcontractors, the CIS module handles monthly returns and the tracking of deductions. If you work in the sector, read our page on construction ERP alongside this one, because CIS is only one part of job costing, retentions and subcontractor management.
Payroll, RTI and pensions
Payroll is where UK buyers most often get surprised. The UK localisation page for Odoo includes an Employment Hero payroll section alongside the accounting, Bacs and CIS modules, but the detail of what it covers could not be confirmed from the material we read. Odoo's own payroll documentation says a country localisation must be installed, and the list it gave did not include the United Kingdom. Treat UK payroll inside Odoo as a point to have explicitly confirmed, not assumed.
Here is what a UK payroll process has to deliver, so you can test any proposal against it:
- A Full Payment Submission to HMRC on or before each pay day, covering pay, deductions and payrolled benefits.
- An Employer Payment Summary where needed, for example to claim a reduction on amounts due or when no one was paid in a tax month.
- Calculation of tax, National Insurance and employer contributions, plus payslips.
- Automatic enrolment into a workplace pension for eligible workers, with the earnings thresholds reviewed each year from 6 April.
If the answer is that payroll runs in a separate specialist product, that is perfectly workable. The point is to know it before signing and to plan the integration between payroll and the general ledger. Our pages on Odoo payroll and HR and payroll and RTI in an ERP go deeper.
Making Tax Digital for Income Tax
This concerns sole traders and landlords within Self Assessment, with phased income thresholds starting in April 2026. If you run a limited company, it does not apply to the company itself. If you are a sole trader or you have directors with qualifying property or self-employment income, ask whether your proposed set-up needs a separate compatible product. We did not find a statement in Odoo's documentation on this, so it is a question for the integrator.
E-invoicing from 2029
The government has said that e-invoicing will become mandatory for VAT-able B2B and B2G transactions from 2029, with consumers excluded and the smallest unregistered businesses not required to adopt it. The model is decentralised, with no central platform, and real-time transaction reporting will come only later. That leaves room for ERP vendors and integrators to adapt, but also means no one can promise full readiness today. See our guide to e-invoicing in an ERP for how to plan.
UK GDPR and the ICO
The UK GDPR sets out seven principles, including data minimisation, storage limitation and accountability. A breach that puts people at risk must be reported to the ICO as soon as possible and, where feasible, within 72 hours. Organisations processing personal data generally pay a data protection fee to the ICO. None of this is solved by the software alone. It depends on where the system is hosted, who has access and how employee and customer data is retained. Odoo can be run as Odoo Online, on Odoo.sh or on site, so ask the integrator which one they propose and what the contractual terms say about data location and incident handling. See Odoo hosting and cloud for the options.
Community or Enterprise for UK compliance
The editions matter here. Odoo 19 Community is licensed under LGPLv3, while Enterprise uses the Odoo Enterprise Edition licence, which can only be used with a valid Enterprise subscription for the right number of users. Whether the UK reporting and HMRC submission features you need are included in the edition you are considering is something to verify rather than assume, because modules with the "reports" suffix are the ones that carry the filing functions. Our page on Odoo versions and editions sets out the differences.
What to check before you sign
Use this list when you receive an integrator's proposal.
- A live MTD submission. Ask to see a VAT return prepared and filed, in a test or sandbox set-up, from data that resembles yours.
- Payroll scope in writing. Is payroll inside Odoo, in a specialist tool or outsourced? Who files the FPS and EPS?
- Multi-company filing. If you have several VAT-registered entities, how are returns scheduled given the one-company-at-a-time connection?
- Bank and payment set-up. Bacs Service User Number, Direct Debit mandates and bank journals, and who configures them.
- Integrations. Which of your existing tools need connecting, such as your bank, payroll or e-commerce platform? See Odoo integrations.
- Hosting and data protection. Where is the data, who administers it and how are breaches handled?
- Sector extras. CIS for construction, or anything else specific to your trade, scoped explicitly.
- Accountant involvement. Your external accountant should see the VAT and chart set-up before go-live.
Choosing the right partner is as important as choosing the software. If you want to be matched with an integrator who has worked in your sector and region, our matching service is free, and you can browse by UK region to see local coverage.
Frequently asked practical questions
Do we need a UK integrator rather than any Odoo partner?
For a UK business, a partner who handles HMRC submissions, Bacs and payroll interfaces regularly will save you time compared with one who has to learn them on your project. Ask for references with the same obligations as yours, and ask who within the team has configured MTD submissions before.
Is a translated Odoo enough for a UK company?
No. A UK company needs the UK accounting module, the reporting module for HMRC and, depending on your activity, the Bacs and CIS modules. Language and currency are only the start.
What should an accountant look at?
The chart of accounts, the VAT mappings, the period-end process and the VAT return output. Having them review these before go-live avoids the most common correction work in the first quarters.
Odoo can be a credible choice for UK SMEs, provided the obligations that matter to you are tested before the contract rather than after. If you are still comparing options, see our overview of Odoo alternatives or start with the Odoo hub.
Frequently asked questions
Is Odoo compliant with Making Tax Digital for VAT?
Odoo's UK reporting module sends VAT returns to HMRC through the Making Tax Digital API, and the bridging step is built into the VAT report. That covers the submission itself. Ask your integrator to demonstrate a full return on your own data, including how digital links are preserved from the underlying records.
Does Odoo handle UK payroll and RTI submissions?
Odoo's documentation points to an Employment Hero payroll option for the UK, but the detail of what it covers was not available to us. Whether Full Payment Submissions, Employer Payment Summaries, pensions and payslips run inside Odoo or alongside it is a point to have your integrator confirm in writing before signing.
Can Odoo pay suppliers by Bacs?
Yes. The UK Bacs module generates electronic payment files for grouped supplier payments. Setup needs your Service User Number and a completed bank journal. Customer collections by Direct Debit also work, provided Bacs Direct Debit instructions have been created beforehand.
Will Odoo be ready for mandatory e-invoicing in 2029?
The government has announced mandatory e-invoicing for VAT-able B2B and B2G invoices from 2029, using a decentralised model with no central platform. As the technical standards are still to be settled, no ERP can promise readiness today. Ask how your integrator would adapt Odoo once the requirements are published.
How do I find an Odoo partner in the UK?
Odoo's official directory lists UK implementation partners and can be filtered by industry, company size and country. Each entry shows success rate, typical project size, number of references and certified experts. Compare these against your own sector, then ask for a reference call with a similar business.
