Odoo payroll and HR for UK employers: scope, limits and checks

Odoo payroll and HR sit in the same database as your accounts, projects and sales. For a UK employer, the real questions are how RTI, pensions and your payroll route are handled.

Last updated 28 October 2026

Odoo payroll is one part of a wider human resources offer, and in the UK it deserves a careful look before you sign. The HR apps are easy to understand. UK payroll, with HMRC reporting, pensions and your existing provider, is where projects either run smoothly or stall.

This page explains what Odoo covers for HR, what its payroll application does, how the UK is handled according to the vendor's own documentation, and what an integrator should prove to you before go-live.

What Odoo covers in HR

In Odoo's documentation, the Human Resources category groups Attendances, Employees, Appraisals, Recruitment, Payroll, Time Off and employee referrals. Expenses are filed under Finance, and timesheets and planning under Services. For a UK SME, that means one employee record can feed several processes.

Need Odoo area What it does for you
Staff records Employees Contract details, departments, managers, documents
Absence and holiday Time Off Requests, approvals and balances by leave type
Clocking in and out Attendances Presence data that can feed worked time
Claims Expenses (Finance) Employee expense reports tied to accounting
Hiring Recruitment and referrals Vacancies, candidates and internal referrals
Reviews Appraisals Periodic evaluations linked to the employee
Pay Payroll Payslips built from worked time and contracts

Every app is optional. A twenty-person services firm might start with Employees, Time Off and Expenses, leave payroll with its bureau, and revisit the question a year later. You pay for what you use, not for the full suite, and the Odoo modules overview shows how the apps fit together.

How the Odoo payroll application works

Odoo's payroll documentation describes a simple chain. Work entries come from contracts, and they can be fed by Attendances, Planning or Timesheets. The application calculates worked time from those entries and then generates payslips.

That chain is attractive for businesses whose pay depends on time: hourly staff, shift teams, consultants who bill by the hour. The same timesheet that supports a client invoice can also support the payslip, so nobody retypes hours at the end of the month.

The calculation rules are the part that depends on the country. The documentation is explicit that you install the localisation for the country concerned. That is where a UK buyer needs to slow down.

UK payroll in Odoo: native or third-party?

The list of payroll localisations in the Odoo 19 documentation names a range of countries and Employment Hero Payroll. It does not name the United Kingdom as a country of its own. Odoo's separate UK localisation page, which covers accounting, VAT reports, Bacs and the Construction Industry Scheme, also contains a section on Employment Hero payroll for payroll.

We could not read the detail of that section, so we will not describe its features. What we can say is the practical conclusion for a buyer: do not assume that Odoo ships a complete, self-contained UK payroll engine. Treat the route as something to verify, version by version.

Ask the integrator to answer these questions in writing:

  • Which service or module calculates PAYE, National Insurance and statutory payments for your employees?
  • Who sends the payroll submissions to HMRC, and from which system?
  • How are workplace pension contributions calculated and reported?
  • What happens to year-end documents and to leavers' paperwork?
  • Is the setup supported on the Odoo version you will actually run?

If the answers are vague, the project is not ready. Our guide to payroll software and RTI in an ERP lists the checks in more detail, whichever ERP you are considering.

Payroll, RTI and the HMRC relationship

UK employers report pay to HMRC through Real Time Information, alongside the PAYE, National Insurance and pension duties that go with it. This is a separate stream from VAT. Odoo's documented Making Tax Digital connection concerns VAT returns: the UK Accounting Reports module sends the VAT return to HMRC through the MTD API.

The two should not be confused. A business that has a working VAT submission in Odoo has not, by that fact alone, solved payroll reporting. If you are weighing both, our page on Making Tax Digital in an ERP covers the VAT side, and the Odoo accounting page explains how Odoo handles UK accounts.

Three practical ways to run UK payroll with Odoo

Most UK deployments fall into one of three patterns. Which one suits you depends on size, payroll complexity and who currently runs the pay cycle.

1. External payroll provider, Odoo for HR

Your accountant, bureau or payroll software keeps running pay exactly as before. Odoo holds employees, leave, expenses and recruitment. A scheduled export passes the data the provider needs: starters, leavers, changes in hours, absence. This is the lowest-risk start and fits most small employers.

2. Employment Hero Payroll route

Because Odoo's documentation names Employment Hero Payroll and gives it a place on the UK page, this is the route to examine if you want payroll connected to the ERP rather than sitting beside it. Have the integrator demonstrate it on your data, with your pay elements, before you decide. We are not affiliated with any vendor, and the choice is yours.

3. Payroll results posted to Odoo accounting

Whichever system calculates pay, the totals need to reach your ledger: wages, employer costs, amounts owed to HMRC and pension liabilities. Agree the account structure with your accountant first. A clear mapping avoids the familiar month-end exercise of reconciling a payroll report to the trial balance by hand.

Interfaces and data flows to settle early

Payroll problems rarely come from the calculation. They come from the boundaries. Define these before configuration begins:

Flow Direction Question to settle
Starters, leavers, changes Odoo to payroll Who enters them, and when is the cut-off?
Absence and holiday Odoo to payroll Which leave types affect pay?
Hours and overtime Timesheets or Attendances to payroll Which source is authoritative?
Expenses Odoo to accounting and payroll Reimbursed through payroll or as a separate payment?
Journals Payroll to accounting Detail level and account mapping
Payments Accounting to bank File format and approval steps

On payments, Odoo offers a UK Bacs module that produces electronic payment files, and it requires a Service User Number and a populated bank journal. The documentation describes it for supplier bills and for Direct Debit collection of customer invoices. Whether employee pay can use the same output is a design question, not an assumption.

The Odoo integrations page explains how connectors are built and maintained, which matters when a payroll service sits outside the ERP.

Points of vigilance for UK employers

Version and edition. Odoo 19 Community is under the LGPLv3 licence, while Odoo 19 Enterprise is under the Odoo Enterprise Edition licence and may be used only with a valid Enterprise subscription for the right number of users. HR apps differ between editions, so confirm what you actually need before choosing one.

Users and cost. Paying users are those with backend access. Portal users such as customers and suppliers are not counted as paying. Employees who only submit leave or expenses may still need access, so decide who gets a licence. Odoo's published list prices are quoted in euros: the Standard plan includes all applications, at 24.90 EUR per user per month after a discount from 31.10 EUR for twelve months on users ordered at the start. Ask your integrator for a quote in sterling and the full cost, including implementation. Our Odoo pricing page goes through the components.

Multi-company groups. Multi-company is a feature of the Custom plan. A group of UK employers with separate payroll entities needs to be designed with that in mind, and the MTD connection handles only one company and user pairing at a time, with credentials reset between submissions.

Construction. Contractors and subcontractors have the Construction Industry Scheme to consider. Odoo has a CIS module for monthly returns and deduction tracking. It addresses CIS, not payroll, so treat the two as separate workstreams.

Data protection. HR data is sensitive: contracts, absence reasons, bank details. Decide who sees what, and test access rights with real user profiles before go-live. Hosting choices matter too, and the Odoo hosting and cloud page compares the options.

Getting the project right

The sensible sequence for an HR and payroll project is: map the current pay cycle, decide the payroll route, build the employee data, test with a parallel run, then switch. A parallel run, where the old process and the new one both calculate the same period, is the only convincing proof. It costs time, and it is cheaper than a pay error.

The implementation approach your integrator proposes should include that test. If it does not, ask why. For help finding a team with UK payroll experience, see our advice on choosing an Odoo partner, and the page on Odoo in the UK for the wider local picture.

ERP Integrator is a free matching service. We put you in touch with an integrator suited to your project, and the integrator carries out the work. We are not affiliated with Odoo or with any payroll vendor.

Frequently asked questions

Does Odoo payroll handle UK payroll natively?

Odoo's Payroll documentation asks you to install the localisation for your country, and the list it gives does not include a UK-specific one. It does name Employment Hero Payroll, and Odoo's UK localisation page has a section on it. Ask your integrator to confirm, for your version, exactly what is calculated inside Odoo and what is done by the payroll service.

Can Odoo submit RTI returns to HMRC?

The facts we have show Making Tax Digital submission for VAT, not payroll filings. Real Time Information for payroll is a separate obligation, so you should not assume it is covered by the VAT connection. Have the integrator show you a full payroll cycle, including the submission to HMRC, before you rely on it.

Which HR features come with Odoo apart from payroll?

Odoo's Human Resources category covers Employees, Time Off, Attendances, Appraisals, Recruitment, Payroll and referrals. Expenses sit in the Finance category. Each one is an app you switch on as you need it, and they share the same employee record.

Can I run Odoo HR without using Odoo for payroll?

Yes. Many UK businesses keep a specialist payroll provider and use Odoo for the employee record, leave, expenses, recruitment and appraisals. The work is then in the interface: which fields leave Odoo, how often, and who corrects an error when the two disagree.

How should payroll costs appear in the Odoo accounts?

Payroll results normally reach the ledger as journals: wages, employer costs, deductions owed to HMRC and pension contributions. Your accountant should agree the account structure before go-live, so month-end postings are consistent from the first run. Whether the entries are created inside Odoo or imported from your payroll provider depends on the design you choose.
